Payment for virtually all Medicare+Choice plans will increase 2 percent in calendar year 2003, Centers for Medicare and Medicaid Services (CMS) administrator Tom Scully announced on March 1, 2002. Conceding that the small boost does not reflect the skyrocketing costs many Medicare+Choice organizations are incurring, Scully asserted that the rates were determined by formulas mandated by law. Congress would need to modify a risk-adjustment formula set in 1998 to establish higher payments.
