May 25--MOSCOW--The nuclear weapons treaty that President Bush and Russian President Vladimir Putin signed Friday marks a historic shift from Cold War hostilities, but the emerging U.S.-Russia relationship remains far short of a true alliance.
Meeting in the Kremlin, the cradle of the former Soviet empire, Bush and Putin hailed the treaty as the final nail in the Cold War's coffin and the beginning of an era of cooperation.
In another event that once seemed unthinkable, Bush and Putin will meet Tuesday in Rome to seal Russia's new role as a consulting partner with NATO, the ...
