We spoke with Dr. Nakajima Mineo, chair of the Committee for a New Examination for International Students in Japan, the body behind the introduction of the new exam. UNDER the "Plan to accept 100,000 Foreign Students" adopted in 1983 by then prime minister Nakasone Yasuhiro, the number of foreign students--particularly those from China--has increased rapidly in recent years. By the 2001 academic year, the number had almost reached 79,000. But the initial target of "100,000 by the year 2000" has yet to be fulfilled.

There are three significant barriers for foreign students wishing to study at universities in Japan, and these barriers are conspiring to prevent the number from increasing more steadily.
