The Planning Green Paper promises a wonderful future. Planning will make sure that every community gets just the sort of development it (unanimously) wants, and this will also be just what the developers want to build. Planning decisions will be quick and decisive, but also fair and wise. Plans and guidance will be short and simple, and will also give a clear unambiguous answer to every difficult question and borderline case. There will be more consultation, but less contention, and hardly any bickering at all. A whole tier of planning currently under local democratic control will be abolished, and this will increase both responsiveness and accountability. Effective ...
