European Union foreign policy chief Javier Solana has met with Yugoslav leaders to urge them to push ahead with a plan for the country's constitutional reform. Mr Solana said after his meetings "I do not see any major difficulties" in implementing the plan. He added that "my impression is that the atmosphere is very constructive and that everything is in a good position to get the constitution drafted". Yugoslav Deputy Prime Minister Miroljub Labus said after meeting Mr Solana that a draft constitution for the "state union" of Serbia and Montenegro should be ready by the end of July.
