As evidence emerged last year that the Sept. 11 terrorists had used credit cards and bank accounts in the United States, Congress passed the USA Patriot Act, establishing far-reaching surveillance mechanisms on the nation's financial system.
The legislation was signed into law Oct. 26 by President Bush.
Now, industries are scrambling to comply, lobbying to shape government regulations that spell out the law's specifics or waiting anxiously to see what they will be required to do.
