THE passage of the Comprehensive Agrarian Reform Law (CARL), Republic Act 6655, in 1988 was hailed by so many as a historic occasion. CARL promised to redistribute agricultural lands to those who actually till them, the farmers.
To be implemented in several phases, the Comprehensive Agrarian Reform Program (CARP) started with rice and corn lands covered by the Presidential Decree 72 for distribution to tenant farmers.
