America's method of teacher education has become a ``broken system,'' demanding too many education courses and too little on exams, said a federal education report released Tuesday. But Virginia, it said, offers a bright spot, with the highest required passing scores in the country.

The report, from U.S. Education Secretary Rod Paige, called Virginia a ``laudable example.'' Virginia, it said, is the only state with a passing rate for the Praxis I basic-skills exam for would-be teachers at the average score on the math and writing sections. That makes it the nation's top requirement.
