WASHINGTON - At a White House Rose Garden ceremony Wednesday, as expected, President Bush signed into law "The Public Health Security and Bioterrorism Preparedness and Response Act" (HR3448), which improves America's ability to respond effectively and quickly to bioterrorism threats and other public health emergencies, a statement from Rep. Billy Tauzin (R-La.) said.
