New congressional lines based on the 2000 Census mean that Madison County will become part of a congressional district that includes Oswego, Jefferson and other North Country counties. Those areas are currently represented in Congress by John M. McHugh, R-Pierrepont Manor. The new districts mean that Madison County residents will not have the chance to vote for or against their current congressman, Sherwood Boehlert, R-New Hartford, in fall elections. Instead, McHugh will be the incumbent on Madison County ballots. The five-term congressman answered questions by phone from Washington last week.
