A week before a planned meeting in Moscow between George Bush and Vladimir Putin,
NATO
and Russia agreed to form a new council to work jointly on terrorism, arms control and international crisis management, although the 19 NATO countries and Russia will all be free to go their own way if they cannot agree. Russia and the United States also agreed to reduce their strategic nuclear arsenals by two-thirds by the end of 2012.
