CHEYENNE, Wyo., Aug. 24 /PRNewswire/ -- With the help of an innovative refining process called STAR (Steam Active Reforming) developed by Phillips Petroleum Company (NYSE: P), Coastal Chem, Inc. is planning to enter the petroleum octane additive business.
