It was hard to miss the connection: On the same day a special task force met to hear about the ethical challenges confronting state government, a group of legislative leaders decided it was too late to pass a campaign-finance bill this year.
It's always "too late" -- or "too early" -- to improve Wisconsin's election laws. Those who benefit from the status quo (read: incumbent office holders) never seem to find just the right time to fix the system.
