These comments are drawn from the April report on the Canadian airline industry by Debra Ward, appointed a couple of years back by the government to follow the progress of the nation's air transport sector following the absorption of Canadian Airlines by Air Canada. Following this third "interim" report, she is due to present a final report later this year.
Ms Ward's conclusions should--but probably won't--make governments, airlines, investors and customers everywhere, and not just in Canada, stop and think hard about what their policies towards the air transport sector should be.
