Ethyl alcohol.There have been many attempts to regulate the ethyl alcohol market over the past 40 years but none have succeeded. The latest Commission proposal for the common market organisation (CMO) of ethyl alcohol of agricultural origin (COM(2001) 101) is similarly bogged down. Even though the Commission wants a light regime where the full package of CMO measures such as intervention support is excluded, there is deadlock. The Commission bid to include a ban on state aid directly hits the Germany monopoly and so far, nobody has the answer.
