House Speaker Newt Gingrich wants China's treatment of Hong Kong to become a stern test of Beijing's desire for amicable relations with the United States. Coming from a history professor, that's a particularly misguided idea, though China has already won a solid passing grade. Even worse than Gingrich's attempt at pressure are congressional proposals to link Chinese behavior in Hong Kong to U.S. continuation of China's "most favored nation" (MFN) trading status.
MFN is a meaningless, meddlesome anachronism that ought be eliminated. Linking it to issues surrounding Hong Kong's transition into Chinese rule would be a particularly odious conceit - displaying for the world ...
