Is Senator Pat Moynihan about to do it again? In late December, the New York Democrat jetted off to the Middle East, leaving behind his bombshell proposal to cut Social Security payroll taxes. Now, turning to foreign affairs, he is trying to single-handedly revive international law as the central basis of U.S. foreign policy.
A quixotic effort, it seems at the outset.
