FEW countries have suffered more in recent years than Cambodia. Bombed by America, brutalised by the Khmers Rouges, occupied by the Vietnamese and then fought over in a four-faction civil war, Cambodia has endured more pain in two decades than most countries endure in two centuries. Now there is a chance that the pain will end. It is a still only a chance, which could be destroyed by the Cambodians themselves. But though they can ensure war, they cannot ensure peace. If tranquillity is to return to Cambodia, outsiders will have to help, and on a scale that will make their present efforts seem modest.
