IT TAKES A BRAVE woman to claim that fragrance is as much of an essential as, say, a skin cleanser, but as the latest market figures show, it obviously plays an important part in the grooming routine. And fears that the events of last September would put a permanent brake on luxury spending were apparently overplayed. "It's true that in the 6-8 weeks after Sept. 11, sales were really depressed in London," recalled Claudia Lucas, a fragrance buyer for Selfridges. "But by December it was back to business as normal."
