South Korea now claims that North Korea planned the naval battle that occurred in the Yellow Sea nearly two weeks ago. At the same time, Japan is attempting to raise a North Korean ship that sank late last year in an attempt to retrieve evidence of hostile operations. Both developments signal a turn for the worse in North Korea's relations with its neighbors and the United States.
