Jul. 15--With Gov. Gray Davis expected to sign a landmark global warming bill this month, California may be on the verge of exporting another trend to the rest of the United States: tougher gas mileage standards.
For two decades, Detroit Democrats and Texas Republicans have helped defeat efforts in Congress to increase fuel economy rules for cars and trucks.
