Jul. 18--In the glare of searing drought, Colorado Springs' city water utility is restricting outdoor water use and pursuing its "southern water delivery system" in court and the political arena.
This week, the utility announced that restrictions on domestic use may continue until 2008, the earliest the delivery project could come to reality.
Pueblo Reservoir is the key point in that delivery project, and the court case in question goes back to the 1980s.
In that case, Colorado Springs in 1987 won a precedent-setting decree from the water court, ...
