ITALY'S exuberant foreign minister, Mr Gianni De Michelis, acts like a man who enjoys his job. In the space of three days this week he flew from Capri via Rome to Palma de Majorca and on to New York. In Majorca Mr De Michelis and his Spanish counterpart, Mr Francisco Fernandez Ordonez, launched a joint plan for a permanent Conference on Security and Co-operation in the Mediterranean (CSCM), to be modelled on the Conference on Security and Co-operation in Europe. The CSCM, in its proponents' intentions, is designed to ease tensions in a vast area stretching from Iran to Mauritania.
