MR DELORS lays much store by the twin conferences that are due to start in Rome this December. One is supposed to deliver economic and monetary union (EMU); the other, further moves towards European political union. Mr Delors's worries about them are mounting. Earlier this month the commission's plan to move rapidly towards Emu with "stage two" starting in January 1993 and "stage three" soon afterwards) failed to win support from a majority of EC members. Now Mr Delors's schemes for political reform look like biting the hand that fed them.
