NASA's problems are not all of its own making
THESE should be good times for NASA. Its space station, Freedom, is moving from the drawing board to construction. Its new space shuttle, Endeavour, is almost finished. Its budget is rising significantly for the first time since the 1970s. It has new goals. President Bush has been more enthusiastic about America's space programme than any of his predecessors since Lyndon Johnson. He has established space exploration as a national goal, and called for a return to the moon and for the exploration of Mars.
On the ground, though-or in space, for that matter-there is little sign of a golden age. NASA has had a ...
