FLAT SALES! THAT'S WHAT REtailers across the country are projecting for 1990. The past decade was relatively kind to business. Merchandise sales increased annually, sometimes in double digits, but the next decade may be entirely different. All of this means one thing to security directors . . . budget crunch.
