Jul. 27--The high-speed Internet revolution has not yet arrived in New Jersey -- but it may be on the horizon.

Facing a dearth of new customers, stiffening competition, and the prodding of politicians, local telephone companies are lowering rates for digital subscriber lines that will encourage consumers to connect to the Internet at warp speed.
