A month after Stephen Byers, on behalf of Department for Transport, Local Government and the Regions (DTLR), issued the Green Paper, Planning: Delivering a Fundamental Change (1) at the end of 2001, Sue Essex, Minister for Environment in Wales, issued Wales's own consultation paper, Planning: Delivering for Wales (2) on behalf of the Welsh Assembly Government.
The two documents have much in common on many topics--for example on development control. But no-one who puts them side by side can fail to notice the differences in tone.
