Jul. 29--A little-known talent shift is going on within IBM Corp., and the Rochester site has emerged as a prime recruiting ground.
The computer maker is finding hardware engineers, software programmers, electronics circuitry experts, communications technicians and other specialists for an all-in-one design group.
