Jul. 31--Rather than let the broadband tide pass them by, rural communities in Washington have taken the matter of high-speed connections to the Internet into their own hands.

Kitsap County is the most recent jurisdiction to decide to build its own high-speed network after being bypassed by broadband companies that consider the area too sparsely populated to make service work out financially.
