In early 1996, garnering support to develop a Web site for the Ohio Department of Rehabilitation and Correction (DRC) was a hard sell. After all, the department was not trying to market its services nor was it trying to solicit more business. With the inmate population count creeping toward a record high, the department had all the "business" it needed.
So why create a Web site? Undeniably, the Web site could provide some static data about Ohio prisons: population numbers, security designations and directions for visitors. It also could offer information about the inmate community service program and address issues such as inmate transfers, visitation, etc. But, ...
