British officials were simply overwhelmed from the start by last year's outbreak of foot and mouth disease (FMD), a report delivered to the English Parliament suggested.
By the time FMD was first confirmed Feb. 20, 2001, the highly contagious' disease had already infected at least 57 farms. The disease continued to quickly spread, eventually infecting more than 2,000 farms in 44 counties. Britain's agriculture department, now the Department for Environment, Food & Rural Affairs (DEFRA), led government efforts aimed at stamping out the disease.
