Introduction
The last DISAM Journal, Winter 2001/2002 Edition, provided an extensive description and analysis of the numerous pieces of security assistance-related legislation recently enacted for fiscal year (FY) 2002. While funding for the fiscal year was appropriated by the Foreign Operations, Export Financing, and Related Appropriations Act, 2002, P.L. 107-115, 10 January 2002, the allocation of funding for specific countries and programs was not completed and provided by the Department of State to Congress until 4 February 2002.
