As relevant reform recommendations flowed from The National Council for Accreditation of Teacher Education, the Goodlad Consortium, the Holmes Group, the Carnegie Forum, and the National Board for Professional Teaching Standards, an experimental teacher preparation program was being envisioned by a large urban school district, a local community college, and a state university.
