The Earth Summit has hit the headlines this week, but only as another attempt to portray the British government as spin obsessed.
It was claimed - and strenuously denied - that Environment Minister Michael Meacher had been left out of the UK's official delegation to the UN summit amid concerns that Labour's political opponents would accuse of him of taking a 'junket' to South Africa.
Another example of a silly season story, perhaps, but the real issue raised by the summit was almost incidental.
