WASHINGTON--If the Federal Communications Commission decides to further regulate unlicensed spectrum, there is a myriad of ways that it can go about the effort, as evidenced by numerous themes at the FCC Spectrum Policy Task Force's first public workshop.
Is spectrum limited? If it is limited, then spectrum should perhaps be regulated like traffic. A traffic accident is a "violation of the expected norms because traffic is arranged to allow the free flow of cars going in a particular direction, said Peter Hadinger, director of telecommunications policy for TRW's Space & Electronics Group.
