My encyclopedia tells me that in 1950, the U.S. surgeon general reported to Congress that cancer and tobacco smoking and the smoking habit are linked to respiratory and coronary heart disease and even that passive smoking (second-hand smoke) can be harmful to human health.
In January 1964, they reported to the Congress that they had further evidence of both private and public health risks from tobacco smoking. In 1965, Congress required that a very clear warning be placed on tobacco products and their packaging that simply says "Smoking may be harmful to your health."
