The goal of returning adults with disabilities to their highest level of productive employment is a national priority (Xie, Dain, Becker, & Drake, 1997). Despite continuing efforts to identify effective models of rehabilitation, the rate of sustained competitive employment by participants in vocational rehabilitation continues to be modest (Noble, Honberg, Hall, & Flynn, 1997). Even among the most successful models, outcomes in terms of the percentage of participants with psychiatric disabilities who are working steadily in competitive jobs peak around 40% (Drake, McHugo, Becker, Anthony, & Clark, 1996).
