The unusually high percentage of black students placed in special education programs in Madison can be explained primarily by income, not race, school district officials said Monday.
When poverty is figured in, low-income white students are identified as disabled at almost the same rate as low-income blacks, according to new district data.
Regardless, district officials said they think too many students are being placed in special education.
