Long after the plague cloud from a bioterror attack has dispersed and the first wave of deaths and illnesses has passed, the insidious enemy could remain hidden in nature, waiting to strike again.
For example, in some U.S. cities, deliberately released plague could infect rats and trigger secondary human outbreaks - especially in overcrowded places with poor sanitation and high rodent populations.
