The New York State Division of Human Rights has found probable cause to believe that an insurance company and its agents have refused to do business in Syracuse's predominantly African-American neighborhoods.
The complaint was brought by the Fair Housing Council of Central New York against Erie Insurance Group, which is based in Pennsylvania.
