Aug. 29--BELEN, N.M.--The Belen Chamber of Commerce is pitching two potentially controversial economic development proposals: a one-eighth cent gross receipts tax to help businesses and the sale of beer and wine by the drink on Sundays to help attract national chain restaurants.
