MONTEREY, Calif. _ As recently as last year, when scientists at the Naval Postgraduate School in Monterey wanted to monitor the Arctic Ocean, they had to mount a major expedition with an icebreaker mother ship and a team of scientists camped on the ice to oversee instruments.

But the school's Department of Oceanography has developed technology that lets the instruments run themselves, and as for getting there, Navy School scientists can hitch on to Russian tour groups that regularly visit the top of the world.
