The International Whaling Commission (IWC) was founded in 1946 to foster the "orderly development of the whaling industry." But the decline of commercial whaling among most member states and the rising clout of the environmental movement gradually shifted the mandate of the IWC from industrial regulation to species preservation--culminating in a 1982 moratorium on commercial whaling. The latest annual conference splintered into petty factionalism, with countries such as Japan accusing the IWC of imposing "Anglo-Saxon" standards that violate their cultural and economic sovereignty.
