Sep. 1--The cost of battling a record wildfire season is burning a hole in the federal budget, forcing the U.S. Forest Service to cannibalize funds from other programs, including ones that might prevent future blazes.
To help cover a firefighting bill that could reach $1.5 billion by October, the Forest Service is holding up expenditures on campground repairs, wildlife research, trail maintenance -- almost everything unrelated to protecting life and property.
