SEPTEMBER 1 has been declared Alay Lakad Para sa Kabataan Day by Presidential Proclamation No. 168. This is also the highlight of the 30th Anniversary of Alay Lakad Foundation, Inc. (ALFI). Hakbang Mamamayan, Kinabukasan ng Kabataan (Step Forward, The Youth is the Future) is the theme of this years activity.
There are some 15 million Filipino youths aged 7 to 24 years old today who are neither working nor studying. They are commonly called "out-ofschool'' youths.
