WITH the white curtains drawn inside his cavernous office on the 9th floor of City Hall, Roosevelt Dorn is reviewing piles of city papers scattered across his desk. Plaques and pictures decorate his bookshelves and walls. A wooden sign that says "Pray" is perched prominently towards the front of his desk. His cuff links are emblazoned with "Jesus." Since taking office five years ago, the former Los Angeles County Superior Court judge has made it his mission to help this city of 113,000 reclaim its title as the "Crown Jewel of the South Ray." Dorn, an ordained minister, has taken on this mission with all the seriousness of a holy crusade.
