WITH the white curtains drawn inside his cavernous office on the 9th floor of City Hall, Roosevelt Dorn is reviewing piles of city papers scattered across his desk. Plaques and pictures decorate his bookshelves and walls. A wooden sign that says "Pray" is perched prominently towards the front of his desk. His cuff links are emblazoned with "Jesus."
