THAT "Mousetrap" of the diplomatic stage, the talks on peace in Cambodia, goes on and on, getting more hectic and confusing by the week. The five permanent members of the UN Security Council have met in Jakarta to discuss Cambodia yet again. Mr Hun Sen, Cambodia's prime minister, has gone to Vientiane, the Laotian capital, for secret meetings with American officials. In Pyongyang, North Korea's capital, Prince Sihanouk has held talks with a Soviet diplomat, his first contact with the Russians in 12 years. Talks between China and Vietnam aimed at normalising relations, which began in September, continue. What is behind all this?
