OVERWHELMING victory by the Institutional Revolutionary Party (PRI), followed by complaints of vote-rigging, is the usual outcome of Mexican elections. The poll on November 11th in the state of Mexico was by that standard unremarkable enough. The PRI claimed to have won 117 of the 121 mayoral contests, and all 34 of the directly elected congressional seats. The op, position parties, as usual, cried fraud.
The state of Mexico is the area surrounding, but not including, the federal capital of Mexico City. Many had hoped that the election there would break the familiar routine. The ruling party did not necessarily share that hope. Its candidate lost the state in the ...
