The Securities and Exchange Commission has spent four months weighing a recommendation by its Boston field agents that the Turnpike Authority and a pair of key Big Dig officials be punished for failing to report the megaproject's skyrocketing cost three years ago, sources said yesterday.
Sources familiar with the two-year probe into Big Dig cost overruns say SEC investigators in Boston recommended last April that civil complaints be filed against the Pike's three-member board, former chairman Jim Kerasiotes and former Big Dig project manager Patrick Moynihan.
